ManhattanTwo thieves pistol-whipped a deliveryman in an Upper East Side mugging, authorities said yesterday. Valentin Velasco, 21, and an accomplice accosted the victim delivering food to a 79th Street apartment building near East End Avenue at 10:45 p.m. last Thursday, a court complaint said.
